Chloe Bouma

Climate Risk and Adaptation Specialist

Chloe is a Climate Risk and Adaptation Specialist with more than ten years’ experience across over 90 climate-related projects. She helps councils and government agencies embed climate change in governance, risk management, strategy and monitoring, building the climate capability teams need for climate risk to shape everyday decisions about assets, services and communities. Over the past decade, she has assessed the climate governance of 340+ councils across five states and co-designed Informed.City’s award-winning climate governance platform.

She develops practical templates, guidelines and supporting tools that help clients apply climate-risk approaches within their existing processes. Chloe pairs technical analysis with clear, usable, adaptable guidance, so advice translates into action in each organisation’s context. For three City of Gold Coast projects, she co-designed risk assessment processes, scenarios, exposure dashboards and staff guidelines, developed an MEL framework, and reviewed its climate resilience measures of success.

Estefania Arteaga (PhD)

Climate Change Associate

Estefania is a climate adaptation and mitigation expert bridging science, policy and practice across Australia and Latin America. She serves on the Science Committee of the World Adaptation Science Programme (WASP) and has contributed to IPCC and UNEP processes. Her doctoral research developed a framework for closing the gap between adaptation theory and practice, which she has applied throughout her career to guide governments, cities and communities towards practical, evidence-based climate solutions.

Across local and state government, her experience spans climate policy, planning and implementation at multiple scales. She has supported informed decision-making and collaboration across institutions, translating climate science into real-world responses to emissions reduction, adaptation and resilience challenges. As a knowledge broker, she connects research, practical experience and professional networks, turning knowledge into action through know-how, know-why and know-who.
